What types of permits can digital photos be used for, and how are they submitted?

Digital photos can currently be attached to applications for the following types of permits:

  • Passport
  • Identity card
  • Order supervisor card
  • Guard card and temporary guard card
  • Security guard time card
  • Weapons handling permit
  • Foreign affairs permits (e.g., residence permit, renewal of residence permit card, residence card for an EU citizen’s family member, alien’s passport, refugee travel document)

The goal is that soon, facial photos for all license documents will be submitted to the police via the license administration’s photo server.

Please note: It is not possible to attach a photo directly from the license administration’s photo server to driving license applications. Traficom retrieves images from the police’s passport and identity card register, where photos are stored only after being used for issuing a passport or identity card. Traficom does not access images from the license administration’s photo server.

Can electronic photos be used for passport applications or other documents?


Yes, in Finland, electronic submission of passport photos has been available since April 8, 2013.

Can I take a picture with a cell phone?

Why not? Need a quick photo without an appointment and waste of time? Just use your phone and our solution. Modern phone cameras are good enough for passport photos!

What is retrieval code (Photo ID) ?

When applying for a new passport or residence permit (RP) card, an identification retrieval code refers to a unique code provided for accessing your digital photograph in the application process, where digital systems are integrated into official applications.

Here’s how it works:

  1. Photo Studio or Self-Service: You take a photograph at a certified photo studio or use a self-service system that supports digital photo submissions for official documents.
  2. Generation of Retrieval Code: After taking your photograph, the studio or the photo system uploads it to an authorized government database. You receive a retrieval code for your photo. This code is unique and links directly to your specific digital photograph stored in the database.
  3. Using the Code in the Application: When filling out your passport or residence permit application online, you are required to enter the retrieval code. This allows the system to fetch your stored photograph from the database without the need to manually upload a photo file.

The use of a retrieval code ensures the correct image is linked to your application, maintains data integrity, and streamlines the application process.

Can I create multi-passports photos and codes?

Yes, you can order how many photos you need, for example you can take photos for your family members and order photo ID.

When can I get the photo code?

Our experts will review the picture and send the verified version with a retrieval code (photo ID) via email, which can then be attached to passport or identity card applications.

Can I use it for printing?

Yes, you can print it and attach it to your application like a driving license.

Can I take a photo by myself?

Yes, just make sure your camera is at least 40 cm from your face. You can use a tripod or stable surface with a timer setting to take the photo. If possible, ask someone to help you.

Can I use a passport photo to apply for a Finnish ID?

Yes. You can use a print photo or Retrieval code (photo ID) to apply passports, identity cards and permits.

Can I use a photo code for my driving license?

No, you have to print it out and attach it to the application, easykuva or Photographic studios cannot send passport photos to Traficom electronically. You cannot use the photo code you received from the photographer when applying for a driving license. Traficom can use digital passport photos submitted to the police only after they have been used for a passport or an identity card.

Why easykuva do not upload photo to the police photograph server for me?

For security reasons, and because Easykuva does not take your photograph for you, it is essential that the person or studio taking your photo can guarantee its authenticity and origin. Uploading photos taken by someone else would violate the terms of use of the photograph server.

⭐What if my photo is rejected?

When Migri starts processing your application, they will check your photo using the retrieval code you provided. If, for any reason, the photo is rejected, Migri will ask you to retake the photo and send it to them via email.

If this happens, you can retake the photo and send us the updated version at no extra cost. After that, submit the new photo, obtain a new retrieval code, and email it to Migri. Therefore you don’t have to visit Migri service point.

What happens if I place an order on the weekend?

If you place an order during the weekend or late at night (Helsinki, UTC+2), we cannot guarantee a response within 12 hours. In most cases, your order may be processed on Monday morning unless you require the photo urgently.
